Guyana’s Local Content Policy fit for its purpose

Local Content Specialist, Dr. Michael Warner, said the second draft of Guyana’s Local Content Policy Framework is fit for its purpose.

Dr. Warner presented on the policy’s implementation in the private sector today at the Pegasus Hotel, Kingston, Georgetown. The presentation was facilitated by DAI International Group, the company managing ExxonMobil’s Centre for Local Business Development (CLBD).

He noted the language of the draft policy already outlines important principles for its implementation. Dr. Warner noted the policy is well considered, strategic, flexible, pragmatic and staged.

“The implementation of the policy does not need an external advisor to say here are the principles for implementation they are written in the policy. And they are all very sensible, well considered,” Dr Warner said.

Responding to questions from members of the private sector on the definition of local content, Dr Warner cautioned the time has come to move beyond an advisor giving the answer.

“The policy is saying we’re going to have a collaborative and pragmatic approach. My advice is get going with that, get going fast with that we need to get moving, we need to act,” Dr. Warner encouraged.

The second draft of the Local Content Policy delineates the framework by which local content will be understood developed, measured and secured. In the Guyanese narrative, local content refers to local goods and services, including employment across the oil and gas value chain.

Dr. Warner is a senior specialist in local content with the Sustainable Business Group for DAI. He has over 20 years’ experience in local content development in the oil and gas industry. Last year, he facilitated a master class with government and private sector officials facilitated by the Centre for Local Business Development.
