Request for Individual Consulting Services – Community Liaison Officer

 

REQUEST FOR INDIVIDUAL CONSULTING SERVICES 

COMMUNITY LIAISON OFFICER (CLO) FOR IMPLEMENTATION OF GUYANA’S READINESS PREPARATION PROPOSAL (R-PP)

The Government of the Cooperative Republic Guyana through the Ministry of Natural Resources has received a grant from the Inter-American Development Bank (IDB) toward the cost of the Forest Carbon Partnership Facility Project in Guyana (FCPF) and intends to apply part of the proceeds of this grant for individual consulting services.

Community Liaison Officer (CLO)
The Community Liaison Officer (CLO) will be responsible for building and maintaining relationships with community members to better understand community concerns and perceptions. The CLO will serve as the principal link, and thus also a critical communications channel, between the project operation and community members.

Applicants shall possess: Candidates are expected to have a Bachelor’s Degree in forestry, Environmental Studies, Indigenous Studies, Social Sciences/Anthropology or related field (e.g. tropical forest ecology and conservation, mining, geography, economics), along with 10 years relevant work experience in forestry, mining, conservation, community engagements or related field. Previous experience on climate change, forestry or mining related projects, REDD+ and or natural resources management. Familiarity with issues relating or relevant to forestry or mining in Guyana. Experience in working with Indigenous Peoples and communities, knowledge of Indigenous rights vested in the Constitution of Guyana and the Amerindian Act will be considered an asset. The work of the Consultant is expected to be conducted over a 15 -month period, commencing in October 2018.

The Individual consultant will be selected in accordance with National Individual Consultant Selection Based on Qualifications (NICQ) method set out in in the Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank GN-2350-9.
