Background
The Extractive Industries Transparency Initiative (EITI) is a global standard that promotes transparency and accountability in the oil, gas and mining sectors. It has a robust yet flexible methodology for disclosing and reconciling company payments and government revenues in implementing countries. EITI implementation has two core components:
- Transparency: oil, gas and mining companies disclose their payments to the government, and the government discloses its receipts. The figures are reconciled by a National Coordinator, and published in annual EITI Reports alongside contextual and other information about the extractive sector.
- Accountability: a multi-stakeholder group with representatives from government, companies and civil society is established to oversee the process and communicate the findings of the EITI Report, and promote the integration of EITI into broader transparency efforts in that country.
The National Secretariat of the Guyana Extractive Industries Transparency Initiative (G-EITI) will be managed by the Ministry of Natural Resources on behalf of the Government of the Cooperative Republic of Guyana. The Secretariat’s responsibilities encompass conceptual and organizational support for the Multi Stakeholder Group in order to ensure the successful implementation of all EITI requirements. The Secretariat furthermore serves a public relations function, encouraging contact with the EITI International Secretariat, as well as fellow EITI Secretariats.
Job Summary
The National Coordinator (NC) will be responsible for leading and coordinating the EITI implementation in Guyana, and relevant activities of the EITI Secretariat, in close collaboration with Multi Stakeholder Group.
Duties and Responsibilities
- Implement the decisions and resolutions of meetings of the Multi-Stakeholder Group of the EITI;
- Managing human, material and financial resources of the Multi-Stakeholder Group of EITI in accordance with national laws and regulations:
- Assessing human resource, material and financial needs
- define the tasks (ToR) of agents to be recruited at technical secretariat
- prepare a procurement plan for the technical secretariat
- Lead the EITI Secretariat Team, managing all day to day activities of the EITI Secretariat;
- Implement the approved EITI work plan, working on the required actions and detail;
- Organize and conduct the EITI Multi-Stakeholder Group meetings on a regular basis for the effective implementation of EITI work plan;
- Liaise effectively with all Stakeholders including Government Institutions, Private Sector Civil Society Organizations and media on different issues related to EITI;
- Ensure Guyana follows the standard international practices of the EITI;
- Liaise with EITI international Secretariat on any issues with regards to Guyana’s membership to EITI;
- Plan and organize the capacity building programs for the EITI Secretariat, Extractive Industry Companies, Government officials and Civil Society Organizations;
- Produce periodic reports on the activities of the EITI for the National Committee;
- Conduct public information and media campaigns on the EITI, in collaboration with the Ministry of Natural Resources public affairs department;
- Ensure EITI implementation links and supports the wider extractive industry reform agenda, as driven by the Government of Guyana; and
- Any other task assigned by the Multi-Stakeholder Group.
Qualifications:
The National Coordinator should have:
Education:
- At least a Bachelor’s Degree in Public/Business Administration, Economics, Project Management or any other related field. A Master’s Degree in the relevant fields will be preferred.
Work Experience:
- Extensive experience in management/supervisory level positions.
- Minimum of 3 years working experience in the field of administration, management, project implementation, monitoring and evaluation or any other related fields.
- Experience working with Civil Society Organizations.
- Extensive knowledge of the principles and theories of natural resources and environmental management.
- Familiarity with current policies, laws, regulations and issues in the natural resources and environment sector in Guyana.
- Expertise in accounting, auditing and financial analysis.
- A track record in similar work. Previous experience in EITI reporting is not required, but would be advantageous.
Language Skill:
- Candidate must also possess excellent oral and written English communication skills and be able to articulate ideas and write reports in a clear and concise style.
